I have heard of other people wearing them for jiggly calves like I had and for shin splits and they do work for that if you have problems but as for recovering on the run I don't think so.
The rule about them covering age in a race is pretty stupid. If it's that big of a deal then make the competitors marker their socks with their age and DQ them if they don't. If they don't want the marker or a DQ then they must not help that much.
